Major General Douglas O. Dollar, U.S. Army, was born 23 November 1944 in Sallisaw, Oklahoma, and raised in Cookson. In 1968 he was commissioned through the ROTC program at Oklahoma State University as a Distinguished Military Graduate and subsequently served for 37 years in active and reserve duty in the United States Army. He resides in Stillwater, OK.
Dollar initially served as a Rifle Platoon Leader with Company B, 1/325th Infantry, 82d Airborne Division. While in Viet Nam 1969–1970, he served as Rifle Platoon Leader with Company C, 1/52d Infantry, 23d Infantry (Americal) Division, and later as the Training Officer of the 5th Special Forces Group at Fort Bragg, NC.
Upon leaving active duty in 1972, he joined the 95th Division (Training) in the Army Reserve and served in such key assignments as Battalion Commander, Brigade Commander, Chief of Staff, and Acting Division Commander. His last assignment was Commanding General of the 80th Division (Institutional Training), headquartered in Richmond, Virginia, from 2001 to 2005.
Dollar’s decorations are numerous, reflecting valor and meritorious service which include the Distinguished Service Medal, Legion of Merit, Bronze Star Medal, Meritorious Service Medal (five oak leaf clusters), Army Commendation Medal (two oak leaf clusters), Army Achievement Medal (oak leaf cluster), Army Reserve Component Medal (three oak leaf clusters), National Defense Service Medal (third award), Viet Nam Service Medal (two bronze service stars), Armed Forces Reserve Medal (hour-glass device), Republic of Viet Nam Campaign Medal, Army Service Medal, Combat Infantryman Badge, Senior Parachutist Badge, Special Forces Tab, and Ranger Tab.
Dollar’s military education is testament to his dedication and versatility and includes the Airborne School, Infantry Officer Basic Course, 82d Airborne Division Jumpmaster Course, Ranger School, Special Forces Officer Course, Infantry Officer Advance Course, Public Affairs Officer Course, Command and General Staff College, Battalion/Brigade Pre-Command Course, and the Army War College.
Throughout his career, Dollar worked to mentor and recognize junior soldiers and led such groups as the Reserve Officers Association (now Reserve Organization of America) and the 95th Training Division Foundation. For more than twenty years he worked to preserve the 120-year-old Military Honor Society, Scabbard and Blade, and transformed it into developing future military officers and leaders in a new century. In 1999 MG Dollar founded the Oklahoma Military Heritage Foundation, sponsor of the Oklahoma Military Hall of Fame, with the motto: “Spirit of a Warrior, Heart of a Patriot.” The organization continues to honor military Veterans and groups, as well as exceptional supporters of Veterans.
General Dollar is an Oklahoma State University graduate with a BS (Advertising), MS (Mass Communications), and an EdD (Higher Education Administration). He is President of New Forums Press, Inc., Stillwater, with numerous personal publications that include a history of Oklahoma State University's Alumni Association.
General Dollar was awarded the Reserve Officer Association’s Minuteman Award in 1998. He was inducted into the US Army Reserve Officers’ Training Corps National Hall of Fame in 2016. In 2024 he was the recipient of the Silver Patrick Henry Award for Patriotic Achievement by the Military Order of World Wars, as well as the Veterans Recognition Award by the National Society of the Daughters of the Union.
In 2007 the Oklahoma Military Hall of Fame created the “MG Douglas O. Dollar Distinguished Public Service Award.” This award is given to distinguished individuals, civilian or military, whose community support activities serve and strengthen the quality of life for veterans and their families, set an example for our youth, while also promoting community education about military service to our Nation.
